Bush spent $1 million on a photo op to declare victory in a war he had no plan to win, and then blamed the troops for the embarrassing "Mission Accomplished" banner that his staffers had ordered they put up for him-- BAD

Bush said Saddam sought yellow cake from Niger and tubes for use in nuke programs, both of which had been discredited by the administrations own experts before his 2003 State of the Union Address... BAD

Clinton funds multi-billion-dollar cover effort to topple Saddam from with by supporting dissidents, destabilizing the regime and tightening sanctions... GOOD
Bush sends too few troops into battle, with inadequate equipment, in order to replace an isolated and creaking tyranny with an anarchic terrorist training camp the size of California and stocked with targets in American uniforms who should be Stateside by now... REALLY, REALLY BAD

Clinton was prevented from acting freely to destroy all the camps by partisan "wag the dog" accusations from Republicans... BAD
Bush diverts vital resources away from the war in Afghanistan before the job is done, lets Bin Laden get away at Torra Borra, and then he goes back on all his promises to the Afghanis and lets the country slide back into the hands of opium warlords and a resurgent Taliban... BAD

Milosevic peacefully handed over to the World Court by his own people under international pressure led by the United States...GOOD
